What is a Continuum of Care (CoC)?
The Continuum of Care (CoC) program promotes community-wide commitment to the goal of ending homelessness. The program is designed to fund nonprofit providers, state and local governments to efficiently rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness. The program helps homeless individuals and families gain access to mainstream programs.
Each year the United State Department of Housing and Urban Development (HUD) releases a NOFO for its CoC program. The CoC program is designed to provide funding for nonprofit providers and local governments to quickly rehouse individuals and families experiencing homelessness while minimizing the trauma and dislocation caused by homelessness.
FY2023 Continuum of Care Competition
HUD announced the FY 2023 CoC Program Competition with an application due date of September 28, 2023. Agencies wanting to apply for renewal or new projects should read the NOFO at this link.
FY 2022 CoC Competition

The Homeless and Poverty Action Coalition (HPAC) adopted the 2022 CoC Ranking Policy on August 24, 2022. Applicants should review the Notice of Funding and Selection Process carefully for details on meeting important deadlines and to learn about their applications will be ranked in the local competition.
FY 2022 Special Meeting
HPAC is holding a special meeting on Wednesday, September 14, 2022 at 9:00 a.m. to review the Selection Committee's recommendations for rating and ranking of the applicants for CoC grant funding. Non-conflicted Board members will vote on which applicants to recommend to HUD for funding in Tier 1 and Tier 2. Please see the following link for the CoC Review and Ranking Report for 2022.

FY 2021 CoC Competition
The United Stated Department of Housing and Urban Development (HUD) released its Notice of Funding Availability (NOFA) for the 2021 Continuum of Care (CoC) Competition on August 18, 2021. You can access additional information regarding the CoC Program and the 2021 NOFA on the HUD website.
