Plan to Address Homelessness

The Yolo County Health and Human Services Agency (HHSA) aims to ensure residents are healthy, safe, and economically stable. Together with the Yolo County HPAC, HHSA developed the 2023-2026 Yolo County Plan to Address Homelessness, outlining strategies to address homelessness through 2026. A 14-member stakeholder committee collaborated over six months to create actionable steps to achieve the Plan's four primary goals.

HUD FY 2026 CoC Competition - Announcement

On June 1, 2026, HUD announced the publication of the FY 2026 Continuum of Care Competition and YHDP Notice of Funding Opportunity (NOFO); CPD-2600-DC-0025.

The Continuum of Care (CoC) Program Competition occurs annually. Each Fiscal Year (FY) Competition process begins with Registration of CoCs by CoC designated Collaborative Applicants, followed by the CoC’s review of Grant Inventory Worksheets (GIW) and the release of the CoC Program Notice of Funding Opportunity (NOFO).

The FY 2026 CoC NOFO provides a critical opportunity for organizations across Yolo County to secure federal funding that supports efforts to prevent and end homelessness through Permanent Housing, Rapid Rehousing, Supportive Services, Coordinated Entry, HMIS, and other eligible interventions that advance housing stability and system performance.

Funding Priorities

HUD continues to emphasize investments that:

• Increase access to permanent housing and housing retention outcomes

• Reduce unsheltered homelessness

• Advance racial equity and underserved populations

• Strengthen Coordinated Entry and system-wide collaboration

• Improve data quality and performance outcomes

• Expand services for individuals and families experiencing chronic homelessness, youth homelessness, and homelessness related to institutional exits

Local Competition Process

HPAC will administer the local application and review process in accordance with HUD requirements and local governance policies. Existing renewal projects, eligible reallocated projects, and any approved new project applications will be evaluated through the local competition process before inclusion in the CoC Consolidated Application submitted to HUD.

Yolo County focuses on promoting community-wide planning and strategic use of resources to address homelessness. This includes improving coordination with county resources and enhancing integration with services targeted at individuals experiencing homelessness. Efforts also aim to improve data collection and performance management for better outcomes.

As Yolo County's designated Continuum of Care (CoC), HPAC implements the Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act. This act consolidates three homeless assistance programs into a single grant program designed to support individuals and families experiencing homelessness, with the ultimate goal of achieving long-term stability.

The Yolo County CoC focuses on five primary program components: Permanent Housing, Transitional Housing, Supportive Services, Homeless Management Information System (HMIS), and Homelessness Prevention.
