The U.S. Department of Housing and Urban Development (HUD) requires the City of Davis to submit a Consolidated Plan every five (5) years as a condition of use of federal grants.
The Consolidated Plan serves as the City’s strategy to address the needs of low – and moderate-income residents in Davis. Once HUD approves the Consolidated Plan, it provides annual Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and other grant funds to address identified community needs.
The City of Davis is required to adopt a Citizen Participation Plan to include with Consolidated Plan development. The Citizen Participation Plan outlines the City’s process for engaging the community in the planning, implementation and assessment of programs and projects included in the Consolidated Plan. The 2025 Citizen Participation Plan can be found here.
