Housing Technical Support

The Technical Subcommittee is responsible for developing the foundational governance and funding policies for the Continuum of Care (CoC), ensuring compliance with the CoC Program Interim Rule published by the Department of Housing and Urban Development (HUD) and applicable local, state, and federal funding requirements.

Roles and Responsibilities

The Technical Subcommittee is responsible for reviewing and revising HPAC's governance documents, addressing policy needs, and overseeing duties that do not fall under the purview of other subcommittees, the Collaborative Applicant, or the HMIS Lead.

Responsibilities

Annual Review of Governance Documents

● Annually review the HPAC Governance Charter and HPAC Policies and Procedures.
● Revise documents as needed to ensure alignment with current needs and regulations.
● Draft new policies or revisions throughout the year to address policy needs identified outside the annual review process.

Funding Processes

● Draft policies and procedures required to implement local funding competition processes, including Notices of Funding and Local Selection Processes.

Policy Development and Assignment

● Assess policy and procedure needs arising from HPAC General Meetings.
● Identify the expertise required and reassign items to the applicable subcommittee.
● If a policy requires input from multiple subcommittees, oversee the development process, delegating specific elements to the relevant subcommittees.

General Oversight

● Oversee other CoC responsibilities that fall outside the scope of HPAC's other subcommittees, the Collaborative Applicant, or the HMIS Lead.

Governing Documents

The Technical Subcommittee is primarily responsible for:

HPAC Governance Charter.
HPAC Policies and Procedures.
● Policies related to funding governed by the CoC.

Membership

The subcommittee should include representatives from:

● The Collaborative Applicant.
● HMIS Lead.
● Mainstream service providers.
● Individuals with lived experience.

Participants with the following expertise are encouraged to join:

● Familiarity with HUD's CoC Program requirements.
● Knowledge of local, state, and federal regulations governing services for individuals experiencing homelessness.
● Experience developing or interpreting policy, legislation, or law.
● Knowledge of evidence-based practices, including trauma-informed care, motivational interviewing, and housing-first approaches.
● Skills in communications development.
● Understanding the service needs of underserved populations.
