Data Subcommittee

Overview

The Data Subcommittee oversees the development and implementation of data collection in the Homeless Management Information System (HMIS) to ensure compliance with the latest HMIS Data Standards set by the U.S. Department of Housing and Urban Development (HUD).

Responsibilities

The subcommittee is tasked with:

HMIS Designation: Designating a single HMIS for Yolo County and selecting an HMIS Lead Agency.
Policy Review: Annually reviewing and revising the HPAC HMIS Policies and Procedures and the HMIS Training Handbook. Drafting new policies or revisions as needed throughout the year.
Compliance Plans: Developing, implementing, and monitoring compliance with HPAC's Data Security and Data Quality plans to meet HUD requirements.
Data Collection Procedures: Creating procedures and quality review plans for the annual Housing Inventory Count (HIC) and Point-in-Time (PIT) counts of sheltered individuals, and the biannual PIT count of unsheltered individuals.
HUD Reporting: Reviewing and approving HUD-mandated data reports, including:
● Point-in-Time (PIT)
● Housing Inventory Count (HIC)
● System Performance Measures (SPM)
● Longitudinal Systems Analysis (LSA)
Training Needs: Monitoring training requirements for HMIS end-users and collaborating with the HMIS Lead and Administrator to address those needs.
System Updates: Reviewing HMIS updates that impact system utilization, as presented by the HMIS Lead and Administrator during subcommittee meetings.

● HMIS Training Handbooks (to be developed)

The subcommittee should include representatives from:

● The Collaborative Applicant
● HMIS Lead
● Mainstream service providers
● Individuals with lived experience

Areas You Can Engage in

Additional participants with expertise in the following areas are encouraged to join:

● Data collection, analysis, and reporting
● Knowledge of electronic databases
● Training needs of service delivery staff
● Evidence-based practices, such as trauma-informed care, motivational interviewing, and housing-first models
